		<description>I am the owner and president of Excellence Electric, Inc.   We are located in Little Chute, WI.  Excellence Electric is a State of WI certified Minority Business Enterprise (MBE).  The State of WI offers a 5% preference to Certified Minority Business Enterprises.  Having been the beneficiary of this preference I would certainly not lobby against it.  The focus of WI recently in regard to MBE&#039;s has been stated, for recent CM at risk contracts, to require that an MBE serve a useful business purpose, companies that were created to &quot;pass though&quot; dollars to meet MBE requirements are not looked upon in a positive light.  However, some CM&#039;s have made little attempt to enforce the &quot;useful business purpose&quot; statement.  

Of approximatley 20 state projects we have completed, 3 were awarded based on the 5% preference.  We have also completed portions of projects for other contractors to assist them in meeting their MBE requirements.  Our goal in this type of work is to not affect a contractors ability to compete in fullfilling their MBE requirements. 

From the view of an Electrical Contractor who is a MBE that serves a useful business purpose, I am in favor of efforts to ensure that a MBE does perform a useful business purpose, and of continueing programs that support Minority involvement in projects.</description>
